Sircar's rejoinder
Speaker Jamiruddin Sircar yesterday protested at M Hafizuddin Khan's write-up that was published in The Daily Star on Saturday under the headline "Sircar violated basic standard of financial propriety".In a rejoinder, he said the interpretation given by M Hafizuddin is totally confusing and misconceived. "As regards his [Hafizuddin] remark, 'the then Prime Minister Khaleda Zia did not approve his [speaker's] medical bill', the Hon'ble Speaker merely quoted a paragraph of rejoinder which reads as 'After perusal of the summery the prime minister's office sent the summery back stating--the summery as stated is sent back as directed for necessary action under Jatiya Sangsad Sachibalaya Ain 1994'," reads the rejoinder sent by the public relations of the parliament secretariat. "In view of above and having taken into consideration the relevant sections of the Act, the Hon'ble Speaker considers his action as lawful with the undertaking/guarantee to refund the money proving the Hon'ble Speaker's action bonafide, more accountable and transparent," it continues. The speaker concluded that "Jatiya Sangsad Sachibalaya Ain, 1994 under which he acted bonafide in good faith is supreme and no regulation or rule can override an act of parliament which is the elementary knowledge of law".
