Article 63

I would like to draw your attention to the article 63 of the Constitution of the People's Republic of Bangladesh. It says-" 63. War (1) War shall not be declared and the Republic shall not participate in any war except with the assent of Parliament." So what happens when there is no Parliament? I want a scholarly article on the issue in your newspaper.
