Dhaka seeks ADB nod to $450m fund

Finance Adviser Akbar Ali Khan yesterday requested Asian Development Bank (ADB) to approve a proposed $ 450 million fund within this fiscal year for installation of a power generation plant in Bangladesh.ADB had suspended the proposal for this fiscal year for non-compliance with certain conditions. Akbar conveyed the request to Hua Du, ADB resident representative in Bangladesh, when the latter called on the adviser at his finance ministry office. They had talks on the progress and status of the ADB-funded projects in Bangladesh. The finance adviser later told newsmen that he would also communicate with the ADB president in this regard so that the next elected government of the country could utilise the fund as quick as possible to mitigate the on going power crisis. Officials said ADB had suspended the proposed funding for non-compliance with some of their conditions including corporatisation of Bangladesh Power Development Board (BPDB) and Dhaka Electric Supply Authority (Desa), financial restructuring of the power sector and adjustment of power tariff. They said the government has taken some initial steps for corporatisation of the state-run power sector institutions and already listed Desa with the Registrar of the Joint Stock Companies. But it could not make further progress amid resistance from the Desa employees. Desa has appointed a managing director and two directors on October 23 this year as part of the corporatisation process, they added. Tax Ombudsman Khairuzzaman Chowdhury, Securities and Exchange Commission (SEC) Chairman Faruq Ahmad Siddiqui, Agrani Bank Chairman Mohammed Fazlur Rahman and Former Bangladesh Bank Governor Farash Uddin Ahmed also called on the finance adviser yesterday.
