14 die from custodial torture in 11 months

Fourteen people died from alleged torture by law enforcers in the 16 districts of Rajshahi division from January to November this year. Ten of them died in jails and one in thana custody, according to a report of Bangladesh Institute of Human Rights (BIHR), an NGO, released here on Monday marking the World Human Rights Day-2003. . The report is based on news published in ten national dailies between January 1 and November 30. BIHR also organised a procession in the city on the occasion. The report said 123 people were "victimised" by police in the area during the period. Twenty-fife 25 journalists were repressed during the period in Rajshahi division only. A total of 369 women were raped, 119 of them by terrorists, 229 by touts, 15 by law enforcers, five by ruling BNP men and one by opposition Awami League activists. The report said 62 women escaped attempted rape in 58 incidents. A member of Bangladesh Rifles and nine policemen were killed and 103 law enforces were injured while on duty. In 44 political clashes, 46 leaders and activists of different political parties were killed while 453 were injured in 107 other incidents in the region. A total of 1225 people fell victims to repression in 634 incidents of human rights (HR) violation during the period. BIHR termed the situation "alarming". It said implementation of the United Nations Convention, establishment of a national HR commission, training of political activists on HR laws and introduction of HR in educational curriculums would help improve the situation.
